  • HANDLER WAS GOING TO BHOPAL ON THE BEHEST OF THE ISI AGENT TO GET THE DETAILS OF PERSONS ATTENDING THE “IJTIMA” AND TO LOOK FOR POSSIBLE RECRUITS.
  • PIO HAD DIRECTED HIM TO VISIT PAKISTAN AND FOR THE SAME HE WAS TO VISIT PAKISTAN HIGH COMMISSION FOR THE VISA.
  • HE WAS SUPPOSED TO MEET SOMEONE OUTSIDE THE EMBASSY GATE WHOM HE HAD TO HAND OVER THE PASSPORT AND THE RECOMMENDATION LETTER FOR PAKISTAN HIGH COMMISSION.
  • FURTHER LOGISTICS WERE TO BE PROVIDED BY THE UNKNOWN PERSON WHOM HANDLER HAD TO MEET NEARBY PAKISTAN HIGH COMMISSION.

A team of officers of Crime Branch led by ACP KPS Malhotra and consisting of Insprs. P C Yadav, Sanjeev Yadav, S S Sandhu, Vijay Rastogi, SIs Neeraj Kumar, Sandeep Yadav, Vijay Samaria, Gurmeet Singh, Ritesh,  Dataram Yadav, Aas Mohammad, ASI Jai Parkash, HCs Ajay, Ajeet, Dinesh and Cts Sandeep, Rakesh, Jasbir, Salimuddin, Mohit, Sudhir  and other staff of  Inter State Cell under the supervision of DCP Bhisham Singh and under overall supervision of Addl. CP Alok Kumar, have busted an espionage racket supported by Pakistan’s ISI and have arrested a handler of Pakistan Intelligence Operative (PIO) and one serving officer of Border Security Force (BSF).

Kafaitullah Khan @ Master Raja (aged 44 yrs)  R/o  Distt- Rajouri, Jammu & Kashmir is the handler of PIO having contacts in different security agencies through which he was procuring secret/confidential information detrimental for the security of the country.  Abdul Rasheed, Head Constable in BSF posted in the Intelligence Wing of Border Security Force, Rajouri, J&K is one of the main source of the above stated handler. Both of them have been arrested under the provisions of Official Secret Act.

Secret input was received about the ongoing anti-national activities sponsored by Pakistan Intelligence Operative (PIO), which have a network spread over the civilian handlers and the security forces personnel. Looking into the gravity of the matter, the information was developed and few persons involved in the network were identified.  On 26/11/2015, one of the handlers Kafaitullah Khan had boarded a train from Jammu for Bhopal.  He was apprehended at the railway station and from his search, few documents having serious implication on national security were recovered.  He was arrested under appropriate sections of law.

He disclosed that he is working as Library Assistant at Higher Secondary School, Manjakote. In the year 1992, he was selected in BSF but he did not join the service. Subsequently, in the year 1993, he got selected in J&K police. After completing the training, he was posted in J&K armed police. In the year 1995 he got job as Library Assistant and he left the police service. In the year 2013, he visited Pakistan. During his stay there, he came in contact with an ISI agent and in lieu of monetary considerations he agreed to provide the secret information of the defense forces.  For this purpose, he cultivated his sources in Army and BSF and they started passing on the information to PIO. The information was passed through e-mail, whatsApp and viber.  He was given specific tasks by the PIO, which were mainly concerning with the deployment of security forces and Air Force Operations. He was already in touch with Abdul Rasheed, who is his relative.  He lured Abdul Rasheed to give the sensitive information.

He further disclosed that he was on way to Bhopal “IJTIMA” which was scheduled for 28th to 30th November. He was tasked by the PIO to collect the details of the persons attending and to attract/ recruit the persons. He was directed to apply for the Pakistan Visa as the PIO had directed him to visit Pakistan. The PIO had briefed him to contact him once he reaches Pakistan High Commission. He was supposed to meet a contact of PIO near the Pakistan High Commission and had to hand over the passport and the recommendation letter. The recommendation letter was discovered from his possession which has been addressed to Pakistan High Commissioner. All the logistic support was to be provided by the contact of the PIO whom he had to meet near Pakistan High Commission. The passport and the recommendation letter have been seized from his possession.

Kafaitullah Khan was taken in police custody and a team was sent to Rajouri to arrest his accomplice. A search has been conducted at the premises of Kafaitullah Khan and Abdul Rasheed, which had led to recovery of important documents.

Abdul Rashid @ Khan R/o Manjakote, Rajouri, J&K is serving Head Constable in the Intelligence Wing of BSF posted at the office of DIG, Sector-HQ, Rajouri since 2012. He was selected in the year 1990 and was earlier posted in Gujrat and West Bengal and shifted to J&K in year 1998. His father had visited Pakistan in the year 2014 to meet his paternal uncle. He disclosed that he was cultivated by Kafaitullah to give sensitive/ secret information in lieu of monetary considerations. His bank account details are being verified for the same. Being in the Intelligence Wing of BSF, he was having access to secret/sensitive information pertaining to deployment/ Border fencing/movement of the troops. He was passing the information to PIO initially through Kafaitullah but later on he developed close relations directly with the PIO and started communicating with him regularly through the App based communication.

From the investigation so far, it has been revealed that Kafaitullah and Abdul Rashid were receiving the money through Bank transfers. Most of the transactions are international bank transfers and money trail is being investigated.

Further investigation is underway.
