DELHI CM ARVIND KEJRIWAL ADDRESSES  AUTO SAMVAD ORGANISED BY DEPT. OF TRANSPORT,GOVT. OF NCT OF DELHI

 

New Delhi: Delhi chief minister Shri Arvind Kejriwal yesterday addressed the autorickshaw drivers on the occasion of Auto Samwad, organized by the department of transport at Burari Ground (near the Transport Authority).  Transport minister Shri Gopal Rai  , Social welfare Minister Shri Sandeep Kumar , MLAs , senior officers  of Transport Department and several unions and drivers of Auto- Rickshaws were also present on this occasion. On this occasion Shri  Kejriwal said that  the  Government has taken various Initiatives for facilitating the operation of Auto Rickshaws in Delhi.

 

1)      Misuse of section 66/192 by Delhi Traffic Police  & impounding of vehicles

The State Transport Authority vide resolution No. 2/2015 dated 07.04.2015 restricted the powers delegated to the officers of Delhi Police of the ranks of  Asstt. Commissioner of Police and above u/s 86(4) of the Motor Vehicle Act for the violations of:

  1. a) Driving without valid permit
  2. b) Driving without certificate of fitness
  3. c) Driving without motor vehicle licence
  4. d) Drunken driving

This would prevent unnecessary harassment of auto drivers as permits will no longer be suspended for minor violations of permit conditions.

2)      Transfer of auto rickshaw permits in case of widows, physically handicapped and senior citizens

STA has approved a proposal vide resolution no.04/2015 dated 07.04.2015 amending the permit conditions for TSR dated 08.08.2012 enabling transfer/ replacement of TSRs in respect of widows/physically disabled and senior citizens.  Transfer will be for one TSR only.

3)      Installation of digital  sign board  while returning back home

A decision has been taken that auto drivers returning back home shall display an illuminated signage indicating the area of their residence. Such auto drivers shall not be challaned for not accepting passengers going to other areas in such cases.

 

4)      Rationalization of cost of GPS integrated meters

A list of 04 vendors who are charging less than Rs.10,000/-  for the GPS integrated meters has been uploaded on the website of the transport department by DIMTS and wide publicity has been provided by the concerned associations.  9311900800 (GPS Helpline) started by DIMTS for GPS related assistance.

 

5)      Regarding ‘Halt & Go Stands’ for auto rickshaws

402 ‘Halt & Go Stands’ have been surveyed through Delhi Police and identified the number of autos that can halt at such stands. Road Owning agencies have been asked to affix the number of these stands for the benefit of the auto drivers.

 

Once the numbers are affixed, the auto drivers will not be challaned for halting at such stands.

 

6)      Requirement of 8th pass certificate for the renewal of licence

Fresh order dated 09.03.2015 has been issued directing MLOs not to ask for 8th pass certificate in case of renewal of licence.

 

7)      Welfare board for the auto rickshaw has been constituted

Welfare Board has been constituted. The Board will be made operational soon.

 

8)      Fixing of fare for auto rickshaw to ensure justifiable fares for auto drivers

A committee has been constituted and the committee shall submit its report within next one month.

 

9)      Information to the auto drivers regarding hypothecation agreement between the auto driver and the financer

It is now been made compulsory to attach a complete copy of agreement between the RBI approved financers and the registered TSR owner alongwith application for hypothecation. This will help avoid breach of hypothecation agreement between the registered owner and the financer and will enable the TSR owner to know the details of the agreement.

10) Availability of financing for TSR

The Delhi SC/ST/OBC/Minorities & Handicapped Financial & Development Corporation is providing facility of loan upto Rs. 5 lacs under the scheme of Dilli Swarojgar Yojna for commercial vehicle upto Rs. 5 lacs for eligible applicants belonging to the SC/ST/OBC/Minorities & Handicapped category.

 

11)            Helpline – 42400400 of Transport Department is available for resolving any grievances of the passengers.  Action taken will be informed to the commuters
