The National Commission for Protection of Child Rights (NCPCR) today celebrated Baal Utsav as part of Hausla-2017, a week long festival for children living in Child Care Institutions across the country being celebrated by the Ministry of Women and Child Development in New Delhi. About 1000 children from such institutions participated in today’s programme. The main objective of the programme was to promote child participation and showcase their talents in other creative activities. Non-Government Organizations from Delhi and NCR region also took part in the celebration. At the outset, Smt. Stuti Kacker, Chairperson, NCPCR, welcomed all the dignitaries and participants.

Minister of State for Womena and Child Development, Dr. Virendra Kumar expressed happiness at the celebration and felt delighted to see the presence of a large number of children. Dr. Virendra Kumar said that children are the key to success and development of the country. He also shared his childhood memories and experiences and advised all children to put in hard work for their studies and he also urged the CCIs to provide a family atmosphere to all children residing in the institutions for their growth and development.

Justice M.B. Lokur, Hon’ble Judge, Supreme Court of India, expressed concern over the rise in crimes against children. He appreciated the efforts taken by Central Government for promoting various initiatives related to child development and protection. He also insisted that such MELAS should be organised in other States regularly.

Addressing the gathering, Bollywood Singer Mr. Mohit Chouhan narrated his childhood memories & experiences and sung his few best songs for children including one Himachali folk song. He requested all the children to remain in touch with their culture and folk music.

The main attraction of the programme was an interactive session between the children and the dignitaries of the event. The lively question-answer session was coordinated by Shri Yashwant Jain , Member-NCPCR.

Goa prepares for 48th IFFI 2017 Sun, 19 Nov 2017 14:21:05 +0000 Goa prepares to welcome the 48th International Film Festival of India (IFFI-2017), in Panaji, Goa on November 19, 2017

IFFI 2017 has already garnered a great amount of buzz owing to its stellar announcements that include many firsts. The Festival that is credited with a Grade “A” status by the International Federation of Producers’ Associations (FIAPF) today announced that the festival will be presenting 195 films from over 82 countries of which there will be 10 World Premieres, 10 Asian and International premieres and over 64 Indian premieres as part of the Official programme.

The Festival will open with the much talked about new feature, “Beyond The Clouds” from acclaimed filmmaker Majid Majidi and presented by Namah Pictures and Zee Studios and Close with the World premiere of the Indo Argentinian Co-production “Thinking of Film” directed by Pablo Cesar. It was also announced that while noted actor Shahrukh Khan will grace the opening ceremony of the festival as a special guest, the closing ceremony will be graced by noted actor Salman Khan, this in addition to a galaxy of noted industry professionals, international guests, dignitaries and film celebrities.

The press and delegate screenings that will kick off on the 21st of November will also see the opening of the Indian Panaroma section, with the section being inaugurated by renowned actress Sridevi. The same day will also see the IFFI 2017 Country Focus on Canada being celebrated with a grand red carpet opening and amidst the presence of noted Canadian actors and celebrities. The Country focus Canada that has been organized in association with the government of Canada with the collaboration of Telefilm Canada, curated by the Toronto International Film Festival,

The International Competition section of IFFI 2017, which carries a cumulative cash prize of over Rs. 1 Crore (Rupees Ten Million) will showcase 15 of the finest films of this year, competing for the Golden and Silver Peacock awards. The International Competition jury will be headed by renowned filmmaker Muzaffar Ali, who is joined by his fellow jury members Festival director Maxine Williamson from Australia, Actor-Director Tzahi Grad from Isreal, Russian Cinematographer Vladislav Opelyants, Director and Production Designer Roger Christian from the United Kingdom.

This edition of the Festival will also be presenting films from a record number of women filmmakers (Over 30) in addition to a carefully curated section of Restored classics from across the globe, which includes the recently completed restorations of Fritz Lang’s Metropolis and Tarkovsky’s Sacrifice among some other notable films.

Among many other firsts at the Festival, IFFI 2017 will present a specially curated section celebrating the most loved spy in films, James Bond. The section will showcase films featuring the various leading actors who have essayed the iconic character, through a package of 9 films. Additionally the Festival will present 4 films from young filmmakers of the Biennale College as a first of it’s kind collaboration with the the Venice International Film Festival. The 2017 edition of the Festival will also host a Mixed Reality Sidebar featuring Virtual Reality and Augmented Reality activities in addition to a series of Master Classes and Panel Discussions featuring the who’s who of the entertainment industry, including noted filmmakers Atom Egoyam, Shekhar Kapur, Nitesh Tiwari and Farah Khan, as well as Oscar winning sound designer Craig Mann.

IFFI 2017 will present the coveted Indian film personality of the year award on acclaimed actor Amitabh Bachcchan and the Lifetime Achievement award to celebrated Canadian director Atom Egoyan.

Moody’s upgrades ratings of NHAI to Baa2 from Baa3.

CRISIL says reforms have led to decline in percentage of high risk highways projects

Following the upgrade of India’s sovereign rating from Baa3 positive to Baa2 stable on 16th November 2017, Moody’s Investors Service has upgraded the issuer ratings of National Highways Authority of India to Baa2 from Baa3 and revised outlook to stable from positive. The ratings of NTPC, NHPC and GAIL have also been upgraded.

According to Moody’s “The upgrade in ratings for NTPC, NHPC, NHAI and GAIL follows the upgrade of the Indian sovereign rating and reflects the strategic importance of these entities to the country, as well as their close operational and financial links with the government,”

It was only about a month back on October 9th that Moody’s had assigned a first time Baa3 rating to NHAI. The upgrade to Baa2 has come for NHAI in a very short time.

Meanwhile, a report of the global rating agency CRISIL issued on 16th November 2017 has also said that reforms by NHAI have resulted in a steep decline in the percentage of high risk highways projects from 53 percent two years back to 21 percent now. The reforms that have made this possible include quicker approvals, loan support for languishing projects, termination of stuck projects and their subsequent re-awarding, and affording a change in sponsor. According to CRISIL about 80 % of the operational portfolio comprising nearly 100 BOT projects are at low risk today in terms of debt servicing.

The CRISIL report also acknowledges that NHAI reforms have resulted in doubling of highways construction rate from 12 km per day in 2015 to 23 km per day in 2017. It says, the awarding of contracts is expected to sustain given the announcement and subsequent implementation of Bharatmala project.

The CRISIL report goes on to say that with the improved ground situation both debt and equity investors are showing more interest in the road sector.

Age limit for civil service exams under consideration Sun, 19 Nov 2017 13:47:12 +0000 Nearly eight months after its submission, the report of Baswan committee that suggested changes in civil service exam pattern and age limit is under examination, the government has said.

The committee had submitted its report to the Union Public Service Commission (UPSC) on 9 August 2016. “The Baswan Committee’s report along with UPSC’s recommendations on it has been received on 20 March 2017 and the same is under examination,” the department of personnel and training (DoPT) said in response to an RTI query filed by a PTI correspondent.

Thousands of aspirants appear in the civil service exam conducted annually by the UPSC in three stages – preliminary, mains and interview – to select officers for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.

The UPSC had constituted the expert committee under the chairmanship of former human resource development secretary and retired IAS officer B S Baswan to review the scheme of civil service examination in August 2015.

The committee is understood to have recommended reduction in upper age limit of 32 years to appear in the civil service exam, officials said. “The recommendations made by the committee including on pattern of civil service examination and age limit are presently under consideration of the UPSC,” minister of state for personnel Jitendra Singh had told Rajya Sabha in a written reply in November last year.

In a related development, the UPSC has fixed a seven-day time frame for candidates to report mistakes or discrepancies in questions asked in the various examinations conducted by it.
