2. The declaration adopted in the National Convention is more relevant to Indian Railways and rail workforce. You are aware that attacks on working class is continued unabated through privatization and outsourcing in the Railways without caring to consult the organizations. The decision of the Union Cabinet for opening up Indian Railways for Foreign Direct Investment (FDI) would not only harm the Nation but also the well-established “Indian Railways” and its employees. In course of time the Railways will slip into the hands of private players.

In view of the above serious developments, NFIR urges upon the affiliated Unions to launch campaign among workers from grass root level and above to prepare them to resist anti-worker policies as well as FDI decision of the Government. The affiliates should take steps for implementing the declaration adopted by the “National Convention of Workers” by organizing mass campaigns, agitations in various forms, demonstrations and rallies at field level (Electric Loco Sheds, Workshops, Diesel Sheds, C & W Depots, Administrative Offices etc.) to generate greater awareness among employees particularly FDI, PPP and outsourcing.
The protest actions should be conducted by exhibiting our flags, banners very prominently.
4. If the affiliates feel that joint mass actions would suit, they may accordingly decide at their level but, however, the participation of the cadres of NFIR Unions should be significantly larger. Adequate publicity through media as well through banners, flags, posters may also be ensured and the contents of “Declaration” (enclosed) is highlighted among workers.
A report on programme of actions and implementation should be sent to the Federation periodically as this struggle will be of continuous nature till we achieve success in saving the Railways and the Nation.
