30 YEARS NO PAY REVISION ,DIP UPSC SELECTED OFFICERS PAY SCALE EVEN LESS THAN DASS CADRE OFFICER ,AWAITS REVISION DESPITE WORKING ROUND THE CLOCK
–The pay scale of Ex-cadre Information Officers have become less than Head Clerk
-The issue of pay anomaly of DIP Officers and Officials was raised in the Assembly
-The pay scale of UPSC selected Officers even less than DASS cadre Officers
-The DIP ex-cadre officials working round the clock for the government: Jarnail Singh
-No pay revision of Ex-cadre Officers and Officials for last thirty years

The issue of removing disparity the pay anomaly of the Ex-cadre Officials/Officers of the Directorate of Information and Publicity of Government of NCT of Delhi was raised by Shri Jarnail Singh, the AAP party MLA from Rajouri Garden Assembly constituency under rule 280.
While Speaking, he attracted the attention of the house that the situation has become so worse that the pay scale of the Officers of the DIP have become equivalent to the Head Clerk of the Government of NCT of Delhi. It is important to note that the Officers of DIP were selected by UPSC, as in case of DANICS, but in last thirty years the government has not paid any attention towards the pay scale of Ex-cadre Officers and Officials of the Information and Publicity and as a result these government officials have become a bunch of left outs.
He said that the house would be surprised to know that Ex-cadre Officers and Officials are facing the discrimination from last thirty years and are running from the pillar to post for justice. The Services department and Finance department have adopted double standards in the case of Ex-cadre Officers and Officials as a result the case has become a glare example of red-tape babugiri where no action has been taken at administrative level. The anomaly rise after Vth Pay Commission in the Directorate when the Ex cadre officials/officers were discriminated on the reasons unknown and without any basis by the Administrative Officers, of cadre, of the Directorate. As a matter of fact, the pay scale of Cadre posts was fixed on the higher side in 5th CPC whereas till 4th CPC the situation was quite contrary where Information Officer pay scale was equal to the Administrative Officer and Publicity Assistant was equal to the Assistant/Head Clerk (grad II), he further added.
Shri Jarnail Singh said the Information Officers are joining the government as a Gazetted Officer through UPSC with an essential qualification of Degree with three years of professional experience of media whereas the cadre officials are recruited through DSSSB with a qualification of Degree only as a non- Gazetted Official. Even the Information Officers are working round the clock without any secretarial and clerical support as their nature of duty is quite different. Due to this difference the payscale of these Officers were kept on higher side but today even after thirty years they have become a neglected stock of the government.
He said the Directorate of Information and Publicity is the nodal department for the government work of information and publicity and the Secretary (PR) is the competent authority as well as administrative and financial decision regarding post creation and financial matters of the directorate. The Delhi Government has raised the payscale of cadre posts without approaching the Pay Commission or without any recommendations of Central Pay Commission. Whereas in the case regarding the Directorate when the Ex cadre officials/officers the Finance Department and Services Department are misleading the Directorate of Information and Publicity. It is important to note that even the Service department never forwarded the case of pay increase of the Officers of the Directorate to the Central Pay Commission whereas the pay scale of cadre officers and officials were increased three times without sending their case to Central Pay Commission.
So, it is my humble request to the Speaker to instruct the concern department to remove the pay anomaly of the Ex-cadre Officials/Officers of the DIP so that the inter-department disparity may be removed and the Ex-cadre Officers and Officials of DIP can get the justice and work with full energy for the government.
