Haryana Plan for 2012-13 Finalized

The Annual Plan for the year 2012-13 for the state of Haryana was finalised here today at a meeting between Deputy Chairman, Planning Commission, Mr. Montek Singh Ahluwalia and Chief Minister of Haryana, Sh. Bhupinder Singh Hooda. The plan size has been agreed at Rs.26485.00 crore.In his comments on the development strategy of the State, Mr Ahluwalia said the State has been performing satisfactorily on all counts, Performance in human development is appreciable. Creation of investor friendly environment has helped the State is in accelerating growth rate and also in improving both social and physical infrastructure. Mr. Ahluwalia complemented the state for economic growth and State Income. He said during 2010-11, the growth rate was 9.59% against the all India figure of 8.39%. The per capita income of the State at constant prices (2004-05) has also increased from Rs. 40,628 in 2005-06 to Rs. 59,221 in 2010-11. The corresponding figure for All-India is Rs. 26,015 to Rs. 35,993 respectively in the same period.

The share of primary & secondary sector has fallen over the year while that of tertiary sector has been continuously increasing from 2004-05 onwards. In percentage terms the agriculture & allied sector has declined from 22.80% in 2004-05 to 16.16% in 2010-11. The share of industry sector also dropped from 30.67% to 28.48% during the same period. However, the service sector went up from 46.53 to 55.36 per cent.

Mr Ahluwalia said the Commission is in the final stage of drafting 12th plan and would welcome suggestions from the State Government for improving implementation of the central schemes specially those which are aimed at making development process more inclusive. He said health and education were being given priority in the plan and efforts will be made to encourage more private sector participation in the development of infrastructure as resource constraint would restrict Government funding in this area.

It was pointed that the performance of IAY in the State of Haryana both in term of financial & physical achievement appears to be satisfactory in comparison to overall achievement of the programme at national level. The Commission also appreciated the achievement in SGSY & said that the credit disbursement is better in the State in comparison to national average.

Briefing the Commission on plan priorities, the Chief Minister said the Annual Plan 2012-13 will give priority to Education (11.79%), Transport (5.53%), and Energy (5.12%). In terms of increase in outlay for 2012-13 over 2011-12, the maximum increase has been in the sectors of Science, Technology, Forestry & Wild Life and Environment (101%), Education (48%), General Economic Services (41%) and Decentralised Planning (27%).

Agriculture is the key to State’s economic growth and prosperity and the tentative growth target for the State for the 12th Five Year Plan is 3.43%. The way forward to promote farmer’s prosperity is through agro industries. Growth in production has either declined or stagnated during the current decade. Hence, there is a need for the second Green Revolution. It can be achieved only through a dynamic approach, focused strategy and application of new tools of science and technology. He said agriculture remains the mainstay of Haryana’s economy. The State has made rapid strides in agriculture production. Haryana have achieved the highest productivity of 1,869 kg. per hectare for rapeseed and mustard in the country against the national average of 1,179 kg. per hectare during Rabi 2010-11. In 2011, Haryana received the prestigious ‘Krishi Karman Award’ for achieving the productivity and production of wheat in Haryana during Rabi season 2010-11. The food grain production has increased from 130.57 lakh tones in 2004-05 to 166.29 lakh tones in 2010-11.

The chief minister said that the state economy as gained strength in several dimensions during the 11th plan and is all set to more on a trajectory of faster, sustainable and more inclusive growth during the 12th plan. He said that the state would further focus on broad-based and significant improvements in health outcomes, universal access to school, improved standards of education, including skill development and improvement of basic amenities like water, sanitation, electricity, roads, housing etc. At the same time, the vulnerable sections, namely, the SCs, BCs, minorities, women and children would continue to receive special attention, he added.
