Delhi Government to launch massive cleanliness drive from 2nd to 23rd October 2014

The Delhi Government will take up massive cleanliness driver from 2nd to 23 October 2014. The drive will be part of the “Swachchha Bharat Abhiyan” (“Clean India Campaign’) The work will start a week in advance from 25th September to make the drive a great success. The abhiyan is being taken up in pursuance to the announcement made by the Hon’ble Prime Minister Sh. Narendra Modi during his Independence Day speech, where he had placed sanitation and cleanliness as a top priority. The Ministry of Urban Development, GOI is spearheading the campaign.

 

A detailed roadmap for the “Swachchha Bharat Abhiyan” has been prepared in a meeting held at the Raj Niwas under the Chairmanship of Lt. Governor Sh. Najeeb Jung. The first round of meeting was held on 9thSeptember 2014, followed by a stock taking meeting held today.

It has been decided that cleanliness awareness campaign shall be run by the government, which will highlight the importance of sanitation. The intent is to involve the citizens, including RWAs, Traders Associations, Market Associations, Industrial Associations, youth, school children etc in the cleanliness and sanitation drive. The Lt. Governor said, “The Citizens should come forward and participate wholeheartedly in helping us keep the city clean”

Commissioners of South DMC, North DMC & East DMC briefed the Lt. Governor about the steps being taken by their respective DMCs as part of the cleanliness and sanitation drive. The Lt. Governor said that the fundamental job of the municipality is to keep the city clean and added, “The one week cleanliness drive should inspire all agencies to keep the city clean round the year; it is our duty to our fellow citizens”.

The drive will also cover industrial areas and it is estimated that more than 600 trucks of malba and garbage lying there will be removed during this period.  DDA will make special efforts to clear garbage and malba from its vacant plots, which are more than 1000 in number.  There will be special emphasize on repair and renovation of toilets,  providing sewer and water connection and construction of new toilets, specially for women.

Strict action will be taken against the people littering the area by the Municipal Magistrate. A special drive will also be undertaken to impound vehicles parked illegally on footpaths and roads.  Municipal Corporations will identify critical dhalaos and open garbage dumping sites for special clean-up schedule.  The Lt. Governor directed the Municipal Corporations to augment their manpower, vehicles and other resources for this drive.  Shram Daan will also be taken up during this period by the Government staff, police personnel. The Heads of the Departments and the eleven District Magistrates has been asked to be in their field for continuous inspection of the city and supervise the drive, strict action against effacement of property by unauthorized hoardings, banners and posters will also be undertaken.  DJB has constituted special team to prevent water leakage and sewer overflow.  More than 100 Sewage cleaning machines will also be deployed.

The Lt. Governor further desired that following steps should be taken by the concerned departments/agencies. He asked the Chief Secretary to coordinate the government’s efforts with the following departments:-

  • Municipal Corporations were asked to repair of all Dhalaos,  managing waste inside dhalaos,  repainting of dhalao number and ensuring zero garbage time, Cleaning and facelift of Urinals, removal of Malba from road side, back lanes, Repair and painting of Roads and Footpaths.
  • CEO, DUSIB was instructed to ensure that Night Shelters in the city are kept clean and awareness is created among the homeless to keep them clean.
  • Special emphasis on sanitation oof JJ Clusters, removal of Garbage, special Cleaning of Toilet Complexes  and creation of awareness amongst Slum Residents about Hygiene with the help of NGO
  • Commissioner, Transport was advised to take all necessary steps to keep the ISBTs & Bus Depots clean.
  • Municipalities were asked to get the critical Dhalaos cleaned twice a day and ensure that malba, garbage etc gets removed.
  • Sanitary Inspectors were directed to supervise the work professionally in their jurisdictional areas.
  • Education department was asked to focus on sanitation of school toilets, especially those meant for girls. It was asked to actively involve the local community and the school management committees
  • Health department was directed to coordinate with hospitals and ensure cleanliness of their premises, removal of mulba and also to create awareness about cleanliness and sanitation.
  • DDA was asked to pay particular attention to bio-diversity & other parks maintained by it.  It was also directed to clean all its vacant plots immediately
  • Tourism Department was advised to ensure cleanliness of tourist spots, Dilli Haats and its other properties in the city.
  • Crowded Bazars, weekly markets, daily markets, parking spaces, public toilets were flagged as special areas of focus for the government.
  • Efforts for beautification of roundabouts, road crossings etc to be made.
  • Railway Authorities were asked to keep the platforms and tracks clean.

 

The Lt. Governor desired that all concerned departments should submit an Action Taken Report to the Chief Secretary, who in turn shall monitor their compliance and oversee the drive.
