DELHI JAL BOARD HOLDS 121ST BOARD MEETING UNDER THE CHAIRMANSHIP OF MANISH SISODIA ,THE MEETING CONCLUDED FULFILLMENT OF PROMISES MADE BY DELHI CHIEF MINISTER

DJB fulfills the promise made by Hon’ble CM Delhi – Takes over the charge of Water and Wastewater Services in Dwarka
100% Rebate in LPSC and Regularization of unauthorized water connection among key schemes

Shri Manish Sisodia, Hon’ble Deputy Chief Minister, GNCTD, and Chairperson, DJB, chaired the 121st Board meeting of the Delhi Jal Board held on 19th March, 2015. Shri Kapil Mishra, Vice Chairperson, DJB, and other Members of the Board, including the CEO, DJB, and Senior Officials of DJB, were present in the meeting. In the meeting, the Board discussed various projects to be undertaken to improve the service delivery mechanism of the utility and schemes in the interest of the consumers.

Water and Wastewater services of Dwarka
On the occasion of the inauguration of the Dwarka Water Treatment Plant, the Hon’ble Chief Minister, Sh. Arvind Kejriwal, while addressing the residents of Dwarka, had promised that the takeover of water and sewerage services from DDA to DJB will be accomplished by 16.03.2015. The Board, in its meeting today, was apprised that this exercise has been completed and DJB is now managing the water supply and sewerage services in the Dwarka sub-city. This has resulted in benefitting the residents both in terms of improved water supply and reduction in their water bills, since, earlier they were required to pay extra boosting charges to DDA. DJB has recently commissioned the 40 MGD Water Treatment Plant at Dwarka to end the water woes of the residents of Dwarka and taking over of the services will further streamline the water distribution in the area. Water supply is expected to improve further provided adequate raw water is released by Haryana.
100% Rebate in LPSC
The Board gave its approval to 100% rebate in the Late Payment Surcharge amount for its domestic consumers. Consumers need to clear their water bills by 31.03.2015 to avail the facility. This facility was extended earlier also by the Board and it had received a positive response from the consumers, consequently, the Board decided to repeat the scheme.

Regularization of domestic/commercial unauthorized water connection
As a part of the Government agenda to provide piped water to all the citizens of the city and also to cut down the Non-Revenue water loss, the Board has decided to launch a scheme to regularize unauthorized water connection. Earlier for getting the unauthorized water connection regularised, the applicant was required to pay an amount of Rs. 20,000. In order to encourage the consumer to take water through an authorized connection, these charges have been reduced to Rs. 3310. This will help DJB in enforcing better water accounting as well as reduction in Non-Revenue Water.

Rehabilitation and automation of existing Tubewells and Ranney wells in Palla
The Board has awarded the work, costing Rs. 17.36 crores, for rehabilitation and automation of the Ranney wells and Tube wells which will be operated by DJB in the Palla region. The project is aimed at augmenting DJB water resources by 15 MGD to cover more population with existing water facility.
Shifting of Water Mains at Rani Jhansi Road
The work of shifting of existing five C.I. water transmission mains of varying diameter emanating from Chandrawal Water Works along the Rani Jhansi road, was approved by the Board on the request of North DMC at an estimated cost of Rs.10.82 crores. It is a deposit work undertaken by DJB against funds being provided by North DMC.
Fair Pricing of Water Tariff
DJB has decided to increase the water tariff by 10%. The hike has been approved in order to keep the financial health of DJB intact.
Purchase of Poly Aluminium Chloride
The Board gave a nod to the purchase of 15000 metric tonnes of Poly Aluminium Chloride (PAC) for the year 2015-2016 at an estimated cost of Rs.
17.28 crores. PAC is used as a coagulant in the treatment of raw water at the various Water Treatment Plants.
SEWERAGE SECTOR
Construction of 40 MGD Wastewater Treatment Plant
To bridge the demand and supply gap in the city, DJB is looking for alternate sources of raw water as raw water supply is limited. In pursuance to the objective of generating additional water sources, the Board has decided to construct a 40 MGD Wastewater Treatment Plant and Pumping Station at the Coronation Pillar. The plant will use tertiary treated effluent to supplement the raw water in the river Yamuna at Palla. This is in collaboration with the Singapore Government. It is proposed that the untreated sewage through the proposed Burari Sewage Pumping Station (SPS) linked to the Interceptor Sewer and also from the existing drainage zone, will supply sewage for treatment. The quality of the treated effluent from this plant will be of high quality exceeding the WHO norms for drinking water. The treated water will be discharged into the river Yamuna and later will be lifted as raw water at the Wazirabad Barrage.
Sewerage Master Plan 2031
The Sewerage Master Plan 2031 which will provide sewerage facilities in all the unsewered areas of Delhi, in a phased manner, was apprised to the Board. The projects being undertaken under the SMP will provide sewerage facilities to all those residents presently residing in the unsewered areas. This will also help in cleaning the environment and will trap the sewerage which has otherwise been flowing into the drains. A copy of the SMP 2031 has been uploaded on the DJB website (www.delhijalboard.nic.in) and suggestions have been invited from all stakeholders. The Board suggested that while implementing the SMP, the possibility of setting up of decentralized Waste Water Treatment Plants be looked at, so that good quality recycled effluent may be utilized locally for non potable purposes, thereby reducing stress on available water resources.
Orders issued by the Hon’ble National Green Tribunal
Regarding the orders of the Hon’ble NGT dt. 13.01.2015, the Board was apprised about the projects already undertaken for meeting the ultimate goal of abatement of pollution in the river Yamuna and providing sewerage facilities to improve the environment and sanitation in the city. The Board was also informed that the work of DJB is limited to treatment of domestic sewerage and the complete objective will be achievable only when simultaneous action is initiated by other stakeholders such as DDA, PWD, MCD, DSIDC, I&FC and the citizens themselves in respect of removal of encroachment from the riverbed, dumping of solid waste in the river course and preventing the flow of untreated solid waste into the river.
Since, the Hon’ble NGT prioritized certain projects to clean the sub-drains, funding and land availability constraints, apart from institutional strength are the major issues which need to be addressed to enable DJB to prepare an action plan with realistic timelines. The Board approved the action plan.
In order to induce more efficiency and bring the unreached areas within DJB’s water supply service network, it was proposed to procure about 250 tanker chassis, through DGS & D, at a total cost of Rs. 31,95,81,496/-.
The Board was also apprised of the switching over to Double entry system of accounting from its conventional accounting of single entry system, prepared in the format approved by the CAG. The copy of audit report, along with DJB accounts, has been sent to the Government to be placed before the Legislative Assembly.
